The component has it own project page at SourceForge.net (http://sourceforge.net/projects/obiblioopac4j) and there you could get the installation file. If you have some knowledge dealing with Joomla! Administration view then you will install this component in an easy way, but if you haven't know what I'm talking about then refer to the Joomla! Administration help (http://help.joomla.org/content/section/16/153/) or tutorial.
